Priority investment projects in Khabarovsk will be able to depend on reducing land tax or rent for land. It was told by the first deputy mayor for investment development Valery Lebeda during the meeting of the Investment Council of the city, reports IA AmurMedia.

To implement successful practices of investment promotion and business development, in accordance with the decree of the Ministry of Economic Development of Khabarovsk Krai, the city administration has been implementing the "Municipal Standard" for the Promotion of Investments and Entrepreneurship Development in the city district "Khabarovsk City" for the third consecutive year. The "municipal standard" is the minimum necessary requirements for the formation of a favorable investment and business climate in the municipalities of the province, the implementation of which will allow building effective communications between business and government, as well as a system of interaction with investment and business entities at the regional and municipal levels. In 2017, the Khabarovsk administration approved a special action plan — a "road map", for the implementation of the Municipal Standard in the city. The "road map" provided for 25 events.

At the same time, most attention is paid to the development of small and medium-sized businesses, which includes measures to develop competition, implement projects using the public-private partnership mechanism, formulate reasonable land tax rates and rent for land for priority categories of payers. It is the implementation of the "Municipal Standard" in the current year and the meeting of the investment council under the mayor of the city was dedicated. According to the submitted data, to date, 10 of the 25 indicators have already been met and there are prospects for full compliance with the "Municipal Standard" by the end of 2017.

Also during the meeting, first deputy mayor for investment development Valery Lebeda told journalists that rental rates and land tax for priority investment projects can be reduced, which will also have a positive effect on the attractiveness of the regional capital for business:
— The municipality has the right to reduce the rent for land on investment projects. For municipal land, we have the right to cut rates down to zero. For example, we applied this opportunity to territorys of advanced development, zeroing all bets on them. On the main investment projects, which we are currently implementing in Khabarovsk, in the near future a number of decisions will be made to reduce rental rates. A vivid example is the medical center "Academy of Health". There is a coefficient according to which the rent is charged, according to current standards and this decision has already been made — from the beginning of the year the project will have a coefficient of 0.2, which will lead to a decrease in fees by more than 2 times.
Under the land tax, where there is a tax, and not a rent, we can also make these actions, so we intend to make wide use of these opportunities, but only with those projects that are implemented not in words but in deeds. Our task is to see how the work is going on, whether there are any real actions, whether the project is made, how we entered the site, whether we received a building permit. All these actions have been fulfilled — then we are partners and we will render the fullest assistance. And for those projects where we can not see something, and work is on ... let business turn to the management of investment development. We will consider everything.
This is a drop-out income, but we also understand that along with them there are always pluses in this process, and the pluses are the creation of an object where jobs and additional taxes will appear. Therefore, we will receive more than give.
