Legislative Duma of Khabarovsk Krai plans to adopt a law protecting the rights of fishermen. At an extraordinary meeting of the county council MPs supported the legislative initiative of Senator Viktor Ozerov and State Duma deputy Irina Spring on the introduction of a notification regime of crossing the border for the fishing fleet, told news agency AmurMedia the press service of the Legislative Duma of Khabarovsk Krai.
According to Art. 9 of the RF Law "On the State Border of the Russian Federation" is currently fishing vessels only ones to cross the state border of the Russian Federation must obtain special permits to border enforcement. While all the other categories of merchant shipping vessels of the Russian Federation only notify the border police about their upcoming action a few hours before crossing the border.
According to the authors of the bill provided for a special procedure for crossing the state border in the exclusively Russian fishing vessels not only unreasonably infringes on the rights of fishermen, but, ultimately, leads to significant economic losses and reduces the performance of the national economic and food security.
"In a difficult situation is the fleet that carries out the acceptance, processing, transportation of fish - supported colleagues from the Federal Assembly of Deputies of the Legislative Duma of Khabarovsk Territory Vyacheslav Furgal. - First of all, is not a quick and easy to obtain the permit itself, which is extremely critical time for fishing activities, and secondly under the current system fishermen are suffering huge losses. "
Different from his colleagues point of view was expressed deputy Viktor Postnikov. "Existing legislation purports to prevent the unlawful removal of marine bioresusov. We applied for a conclusion on the appropriateness of this bill to the Government of the region, have not yet received an answer. I think it is necessary to confine the discussion," - said Viktor.
"By the nature of my work, I talk to the fishermen and understand that the problem is already overdue, - said the deputy Paul Simigin. - Are invited to support this bill. In fact the fishermen who are fishing in international waters, it is often easier to go to a foreign country to sell its catch and return to neutral water than to mess with walking the chain of command in order to obtain permits for the "inputs - Outputs" in the waters of the Russian Federation. "
As a result, the bill was supported in the regional Duma majority.
